I'd imagine that current EU hosts of US bases would attempt to deny the US use of them for the purpose ... but probably only the UK would be in a position to enforce that, and we probably wouldn't try. Come to think of it, they could probably just move a few carrier groups in to the Adriatic and just tell Slovenia (and perhaps Italy) to STFU if they have a problem with it.
